Employment Opportunity

Reporting to the Director of Community Services, the Supervisor of Facilities and Parks will provide supervision to the maintenance and operation of all municipal recreation facilities, parks and cemeteries within the Township. This will include developing, managing, training and scheduling of work with staff and equipment, adhering to the Collective Agreement (CUPE), and the coordination of contractors and user groups. Assisting in the management of the facilities, including arenas/ community centres, parks, including trails, sports fields, fairgrounds, skateboard facilities, beaches, boat launches and cemeteries, maintenance programs and capital projects.

This is a full time position, consisting of 35 hours/week, being variable shifts, including days, evenings, weekends and some Statutory holidays.  

The Salary Range for this position is $62,498 - $73,546.

 Minimum Qualifications:

  • Minimum of five (5) years’ relevant progressive experience in municipal facilities, parks and cemeteries.

  • Possession of, or ability to obtain, Facility Management and Administration certificates through Parks Recreation Ontario, Ontario Parks Association and/or Ontario Recreation Facilities Association, specifically; Certified Ice Technician (CIT), Certified Grounds Technician (CGT), Certified Building Technician (CGT) and Cemeterian Operations and Management.

  • Certification or training in Chainsaw Safety and Operation, Traffic Control, Working at Heights, Propane Safety and Handling and Smart Serve.

  • Valid Standard First Aid and CPR/AED certification.

  • Valid “D” Driver’s Licence for the province of Ontario.

  • Experience in the operation of; ice resurfacer, backhoe, single axle truck and trailering equipment.

  • Thorough knowledge of equipment, vehicles and materials used in Municipal facilities, parks and cemeteries and maintenance procedures.

  • Good understanding of policies, procedures, by-laws, Ministry guidelines, regulations and legislation related to the operation of facilities, parks, cemeteries, equipment and maintenance.

  • Good understanding and experience with Microsoft Office Software programs.

  • Strong planning/time management and organizational skills.

Preferred Qualifications:

  • Post-secondary education in the field of Recreation, Facilities and/or Parks, or a related discipline.

  • Minimum of three (3) years’ supervisory experience in a unionized environment.

  • Certificates or training in Plumbing, Electrical, Mechanical and HVAC, Playground Inspector, Turf Management, Horticulture, Arboriculture and WHMIS.

  • Familiarity with Facility Scheduling, Radio Communications/Global Positioning System (GPS) and Cemetery software.

Prior to the final selection for this position, the candidate shall be required to provide, at their own expense, a Vulnerable Sector Check from the Ontario Provincial Police or appropriate Police Force and Driver’s Abstract.

Niagra Parks – Lead Hand, Design


Under the general supervision of the Manager, Design within established policies, procedures and guidelines assists the Manager in planning, maintaining and providing team leadership and coordination for horticulture design, Floral Showhouse and Butterfly Conservatory front of house displays and exhibits, park wide related seasonal displays, facility related seasonal displays, floristry, operations of the Garden Gift Shop and events which require design and aesthetic support.  In addition, may provide leadership of the overall conservatories and grounds maintenance, machinery operations and landscape development within Parks, Environment & Culture.

Niagara Parks offers a pay rate of $29.01 to $32.63 per hour as well as a comprehensive benefit and pension plan.

•  Successfully completed a post-secondary Horticulture Diploma.

•  Successful competition of the Level 1 Floral Design Certificate.

•  Possesses a valid Class ‘G’ Driver’s License.

•  Possesses a valid Landscape Exterminator Pesticide License. 

•  Minimum of three years of experience, plus one on the job is required. 

•  Must possess experience with DynaSCAPE.

•  Computer software experience with Microsoft Office Suite is required.

•  Ability to assign tasks and lead a group or team. 

•  Applied experience in conservatory, exhibition, show design and bedding plant growth and cultivation. 

•  Interpersonal and communication skills.

•  Ability to deal with the public and staff with tact and courtesy.

•  Mechanical aptitude and ability to work from plans and blueprints.

•  Working knowledge of the Occupational Health and Safety Act and regulations. 

•  Willing and able to work overtime on short notice and to perform shift work necessary to fulfil the requirement of a seven-day operation.


Group Leadership:

•  Assists with the long term and short-term planning, assigns and monitors work for regular, seasonal and student employees.

•  Assists in the coordination of all horticulture design including the Floral Showhouse and Butterfly Conservatory front-of-house displays and exhibits, park wide related seasonal display, facility related seasonal displays, weddings, floristry, landscapes and events requiring design and aesthetic support. 

•  Assists in the coordination with other NPC teams regarding design and planning of all locations regarding displays and implementation of the design and subsequent assessment of established specifications and standards.

•  Under the guidance of the Manager will assist in the monitoring the proper planting, maintenance and unit costing of design work projects.

•  Will assist the Manager to create plans for departmental teams including all Seasonal Displays, ensuring clear production plant inventory requirements and specifications.

•  Under the supervision of the Manager will assist in the coordination with departmental teams the set up for all work-related displays throughout the various park venues, including planning of staff, materials and equipment.

•  Works in cooperation with other areas of the Parks Department and other departments of the Niagara Parks Commission to achieve departmental and NPC goals.

•  Will assist in the development of the Garden Gift Shop, which includes product selection and merchandising.

•  Organizes work schedules with Manager and monitors weekly hours worked for payroll purposes.

•  Recommends overtime for approval to Manager.

•  Provides first aid and prepare accident reports for Manager approval.

•  Provides input to the Manager on employee year end appraisals.

•  Provides daily work records and monthly lead hand reports.

•  Trains employees as required.

•  Provides excellent customer service to internal and external customers and staff. Co-ordinators work with other departments and external customers.

•  Provides group leadership for any section or supervisor when required.

•  Write specifications for equipment purchases as required and related to design projects.

•  Oversees and assists in the planting and maintenance of design elements for parks and conservatory exhibits, and interior spaces.

•  Transports employees and materials to site locations, pick up stock from suppliers and delivers to job sites.

Performs Other Related Duties:

•  Provide flower display for official ceremonial/special occasions; answers questions of public.

•  Assists in coordination of events as requested.

•  Complies and enforces all applicable legislation as well as any related policies and procedures.

•  Fill in for Manager absences when requested in relation to design requirements.

•  As assigned.
